The Regulations for the non-competitive Historic Touring Rally and the 4x4 Adventure Drive are as those for the Historic Regularity Rally, but as modified below:

SECTION I - PROVISIONAL PROGRAMME: the Historic Touring Rally and the 4x4 Adventure Drive shares overnight halts and all dinners, receptions and functions with the Historic Regularity Rally. However, the route between halts may differ.

Article 1.1: Definition and Status: replace the 4th and 5th paragraphs with the following:

The Arctic Winter Trial Historic Touring Rally and the 4x4 Adventure Drive are two separate events. Both are Touring Assemblies, run in compliance with MSA regulations and those of the motor sport governing bodies of the countries through which it passes.

Article 2: Description of the Events: replace entire Article with the following:

The Arctic Winter Trial Historic Touring Rally and the 4x4 Adventure Drive are similar in concept to other Touring Trials and Adventure Drives organised by HERO. They are not competitions. They are designed to take participants to remote areas and allow them to explore some of the lesser known places of interest. These Regulations apply to both events, except where stated.

(i) There is no competitive element, although souvenir Medallions with Blue Ribands will be given to all Crews visiting every Check Point whilst it is open, and a souvenir Finishers' Awards will be given to all Crews finishing. Other non-performance related awards may be presented.

(ii) The Arctic Winter Trial will be run over a period of 15 days. Participants will cover approximately 5,000km, mainly on public roads open to normal traffic. The provisional Programme published with these Regulations is subject to amendment.

(iii) The route will be divided into 13 Legs: one per day on the road. These will be of seven to ten hours, and 300 to 585km.

(iv) At the end of each Leg, there will be an overnight halt.

(v) During each Leg, there will be intermediate Check Points, whose locations and opening times will be given.

Article 3.1: General Requirements: replace first two paragraphs with the following:

For the Historic Touring Rally, any car or light 4x4 made before 31 December 1982 is eligible. For the 4x4 Adventure Drive, any private 4x4 passenger vehicle or pick-up truck is eligible, of any date of manufacture. The Organisers reserve the right to accept entries in the Adventure Drive from non-4x4 vehicles.

Article 3.2: Age Categories and Classes: replace entire Article with the following:

For the Historic Touring Rally, entries will be classified into the same Age Categories as the Reliability Trial. Classes will not be established.

Article 3.3: Tripmeters and Electronic Equipment: replace entire Article with the following:

Route Instructions will be given in the form of a Tulip road book (see Article 11.1). You may find it useful to have a very basic supplementary tripmeter, but these will not be essential.

There are no restrictions on electronic equipment such as computers, two-way radios, satellite navigation, GPS, although these are not necessary for route finding.

Article 3.4: Vehicle Identity Document: replace entire Article with the following:

No special vehicle identity documents are required - just the normal registration and insurance papers.

Article 4: Eligible Crews: replace entire Article with the following:

The occupants of a competing car are collectively termed its Crew. Each Crew must consist of a minimum of two and a maximum of four persons, and must contain at least two drivers licensed and insured to drive the vehicle entered in each of the countries covered by the event. Each Crew member must hold a HERO Membership Card, recognised as a form of Competition Licence by the MSA.

Article 5.5: Team Entries: delete entire Article

Article 6.1: Entry Fees: amend 2nd paragraph as follows:

The individual entry fee for each vehicle is fixed at £6,950 sterling or ¤11,120 euros. The rest of the Article is unchanged.

Article 12: Route Cards: replace entire Article with the following:

At the Administrative Checks prior to the Start of the rally, each participant will be supplied with a set of Route Cards for the whole rally. These will detail the itinerary, highlight areas of special interest, and provide a record of the crew's progress along the route by means of marshals' stamps.

At each Check Point, the participant must hand his Route Card to the Marshal in charge. The Marshal will record the participant's presence at that Check Point by means of a stamp and/or a signature on the participant's Route Card; this information will also be recorded by the Marshals on their own checksheets.

Article 13.1: Compliance with Highway Laws: replace entire Article with the following:

Any Crew which does not comply with traffic laws is subject to penalties at the discretion of the Stewards, which may include a monetary fine and/or EXCLUSION.

Article 13.5: Baulking and Unsportsmanlike Behaviour: replace entire Article with the following:

On occasions, the route of the Historic Touring Rally and/or the 4x4 Adventure Drive may coincide with the route of the competitive Historic Regularity Rally and/or 4x4 Regularity Rally. It is OBLIGATORY for any crew that is caught by a competitive rally car to pull over and let it overtake.

Article 14.1: Advertising: replace entire Article with the following:

In the case of 4x4s on the Adventure Drive only, advertising may be carried on the vehicle. The Organisers may require Competitors to carry event sponsor advertising, which will be obligatory. This may be displayed either on the rally plates and number panels, or as separate decals.

A bona fide historic competition vehicle may be painted in its original advertising livery.

Articles 15 - 21: replace entire Articles with the following:

The opening and closing times of all Check Points will be shown on competitors' Route Cards. If you visit a Check Point outside of these published times, you will be deemed not to have visited it on route. All Check Points must be visited in the correct sequence.

No vehicle identity document is required. Modern 4x4 vehicles will not be scrutineered for period eligibility.
